PLA external publicity chief held in Delhi

New Delhi, March 16: In a major success, Delhi Police today claimed to have foiled a plot of Manipur militants to create disruptive activities in the National capital by arresting two of them from South Delhi. Intelligence agencies had warned Delhi Police in January this year of the presence of militants belonging to banned People's Liberation Army of Manipur including its self-styled Captain Khogbantabam Brojen Singh. Sources here said Brojen hails from Khongman Zone 2 East. The Special cell of Delhi Police, entrusted with all militant related activities, started working on the tip-off and finally managed to arrest Singh along with his associate Ibotombi Sapam from Kotia Mubarak-pur last night. Police also recovered sophisticated .38 Colt revolver along with six live cartridges, a lap top and Rs 30,000 in cash from the duo. Following their interrogation, a personal computer was also seized. Both the electronic gadgets have been sent for decoding and procuring of all the "sensitive information" available, the sources said. Initial interrogation of Brojen revealed that he had come to set up a base in the National capital and later look for possible opportunities to carry out subversive activities here, the sources said. The two arrested militants, first ones from Manipur, were produced before a court which remanded them to 10 days of police custody. Singh told his interrogators that he was "targeting" the Manipur students? population in the capital and was preparing volunteers to carryout subversive activities, the sources said. Singh, who is the self-styled Chief of PLA's External Publicity division, also revealed that after his release in 1994, he visited camps in Bangladesh during which he met militant leaders of other groups operating in the North Eastern region. Police said that they were probing whether he had already got in touch with some people here and whether he had managed to "gather some activists", the sources said. While Brojen is already facing charges in Manipur for being involved in two armed encounters, Sapam is alleged to have indulged in providing logistical support to militants of the outfit. Police said that the exact ramifications of the case would take some time to be exposed as their "other contacts" in the National capital were being ascertained. When The Sangai Express contacted DGP AA Siddique, he said the State police is yet to receive any formal intimation from Delhi police. He said the two can be handed over to the State police if they are wanted in any case here. The DGP added the State police will co-operate and will share information if Delhi police solicits the same.
